We are looking for a motivated and experienced data and land monitoring specialist to join our ILC team in Africa. The ideal candidate will have experience with citizen-generated data or other types of data related to land governance, in particular the use of various data sources in accountability processes.

Required: Fluency in English and French, experience with basic data analysis software

Preferably: Advanced data analysis and visualization software such as R, Stata and Tableau

Duration: One year, renewable depending on performance and availability of financing. Three-month trial period.

Place of assignment: Nairobi, Kenya or at home, with flexible working arrangements.

ABOUT ILC
The International Coalition for Access to Land is a global alliance of civil society and intergovernmental organizations that work together to put people at the center of land governance. The common goal of the more than 300 members of the ILC is to achieve land governance for and with the populations at the national level, responding to the needs and protecting the rights of women, men and communities who live on and from the land. In Africa, ILC currently has 95 members spread over 28 African countries.

The Data Manager for Africa will work within the Regional Coordination Unit for Africa and the ILC global One team reporting directly to the Regional Coordinator for Africa and the Global Head of Data and Land Monitoring. They will lead regional efforts to implement ILC Strategic Objective 2: Data for Accountability, of the ILC 2030 Strategy, including efforts to build data capacity among African-based members and the deployment of the Regional Data Package for Africa.

MAIN RESPONSIBILITIES
Lead the implementation of SO-2 in Africa and develop a regional data plan for accountability, including key moments, actors and spaces.
Support the development of work plans and strategies for members that effectively integrate data generation, analysis and use plans for accountability in national and regional strategic spaces.
Support the adoption of ILC-supported data and land monitoring tools and initiatives and identify opportunities for ILC
Provide technical support and advice to African members, with a focus on National Land Coalitions (NLCs) and regional platforms.
Support members in the implementation of LANDex and other data tools supported by the ILC, by organizing training meetings and follow-up support as needed.
Monitor the implementation of ILC Africa's data-related contracts to ensure compliance with agreed deadlines and deliverables.
Contribute to ILC Africa's resource mobilization efforts in the region where a data component is involved; support the development of content and activities in line with existing data work.
Identify key data partners in the region and lead the creation of regional partnerships with key stakeholders, including national statistical agencies and other data custodians.
Identify strategic moments for regional data engagement and support the participation of members in these spaces.
Work with the ILC One team to support the annual reports, as well as the M&E and KML cycles.


QUALIFICATIONS
Bachelor's degree (master's preferred) in international development, data science, economics or other relevant degree.
At least two years of experience working with citizen-led, community-based, or other data initiatives aimed at capturing diverse groups and perspectives.
Familiar with mixed methods of data analysis, quantitative and qualitative experience.
Mastery of basic data and word processing tools. Being familiar with more advanced data processing tools and visualization software is an added advantage.
Ability to work effectively with a multidisciplinary and multicultural team
Demonstrated ability to meet deadlines, multitask, and work under pressure to meet individual project needs
Being familiar with the ILC's data work, including LANDex, LandMark, Land Matrix and/or other land data initiatives is a major asset.
